Will it work on every PDF?
No. It removes watermarks that exist as their own repeated objects. One burned into a scanned image cannot be separated from the page without damaging it, and the tool says so rather than guessing.
Should I use this on documents I do not own?
Removing a watermark does not give you rights to the content. Use it on your own documents.
